More than half a dozen Community Services Directorate workers have been handed redundancy payouts and then re-hired within two years.

The re-engagement of redundant workers is typically barred for a 24-month period, a safeguard designed to prevent corruption or the squandering of taxpayers' money.
The requirement can be waived in special circumstances, including by the Commissioner for Public Administration.
The Community Services Directorate has re-engaged nine redundant employees in the last two financial years.
All of those cases, it says, have been caused by major disruption to normal staffing arrangements due to the implementation of the National Disability Insurance Scheme.
The directorate includes Disability ACT and Therapy ACT, which have both been the subject of change due to the NDIS, and so the Commissioner for Public Administration has been waiving the two-year rule.
But Fairfax understands that one senior manager who was made redundant and re-hired was from a corporate area, not obviously or directly related to disability care.
She was a senior manager of the community participation group, which had a broad range of responsibilities, including responsibility for emergency planning and disaster recovery.
A spokeswoman for the directorate again cited the NDIS as being behind that case.
"The transition of staff as a result of the NDIS impacted broadly across CSD particularly across the corporate areas," she said.
The directorate refused to say how much was paid in redundancy payments to the nine workers, saying it would breach privacy.
But it said that all public sector workforces were being significantly disrupted by the NDIS.
"State and territory governments around Australia are transitioning out of providing specialist disability and therapy services with the introduction of the National Disability Insurance Scheme," a spokeswoman said.
"This is having an impact on public sector workforces around the country as there is rapid growth in jobs within the private sector.
"This consequently reduced the demands to support areas of the Community Services Directorate and resulted in a restructure and reduction in the size of the corporate area."
During the two-year period, there were a significant number of employees who wanted to redeploy to other areas of the directorate.
In 2014-15, for example, 523 staff were affected by the NDIS transition in Disability and Therapy ACT.
Sixty-four indicated they wanted to be re-deployed within the ACT Public Service.
Eighty-one took voluntary redundancies, and were paid $4.7 million.
The directorate gave 152 staff voluntary redundancies the next year worth $10 million.
