Close to $3.4 million was set aside in Tuesday's budget to help implement the new no-fault scheme this coming financial year.
The funding includes $1.115 million in expenses and $2.247 in capital.
It will be used to help draft legislation to enact the scheme and set up new administrative requirements to govern it, including a new ICT system.
The ongoing costs of the new scheme will be met through the compulary third party (CTP) levy.
Under the new CTP scheme all people injured in car accidents will have access to treatment and income support, regardless of fault, while those with more serious injuries caused by the negligence of another driver will have access to a higher level of cover through common law proceedings.
The cost of the scheme will be reined in through the use of injury thresholds and caps on lump sum payments, with drivers expected to save between $91 and $171 a year.
However the jury called for an independent medical panel to be part of the scheme, to ensure its integrity.
They also wanted more support to be built into the new scheme to help claimants navigate the system.
The bill will be introduced into the ACT Legislative Assembly by the end of this year, and is expected to begin operating in mid-2019.
