Among all territory public servants, the remuneration packages for the heads of the City Renewal Authority, Malcolm Snow, and Suburban Land Agency, John Dietz, are understood to be exceeded only by head of service Kathy Leigh and Under-Treasurer David Nicol's earnings.

While all ACTPS executive's pay packets are determined by the independent Remuneration Tribunal, the tribunal has in the past two years handed territory executives a 4.5 per cent pay rise overall, amid concerns potential candidates would be attracted elsewhere.

But the total bill for all land agency executives exceeds that given to the chiefs of the now-defunct Land Development Agency, of $1 million in 2016-17, not including the estimated $650,000 paid to each of the agency heads who were technically employed by the Chief Minister's directorate that year.

Mr Dietz and Mr Snow will each earn a base rate of $320,228 this financial year, which can rise to up to $406,464 a year when car allowances, superannuation and other fringe benefits are taken into account.

But the total figure of $2.43 million for all eight executives across both agencies expected to be employed this fiscal year dwarfs the estimated $1.6 million or so paid to the LDA's executives and the two related executives who ran the agency before its abolition.

This figure includes five executives in the Suburban Land Agency to be employed this year, including one new employee, a secretary and governance manager, which the agency is currently advertising for, while the smaller City Renewal Authority employs only three executives.

That estimate also does not include any executives who moved from the Land Development Agency to the planning directorate after the agency's abolition in June last year.

While The Canberra Times asked for specific figures as to the total remuneration package for all executives across, neither agency would provide specific dollar amounts, instead proving a range of remuneration levels, as the total package depends on each executive's superannuation arrangements.

Those figures show, aside from the chief executives of both agencies, the Suburban Land Agency will this year employ a deputy CEO on up to $351,000, two executive directors each on up to $277,000, a chief financial officer on up to $247,00 and the governance manager on up to $211,000.

At the City Renewal Authority, aside from Mr Snow, it will employ a director of programs and a director of design, place and strategy, each on up to $247,000 a year.

The average ACT public servant earned $90,350 a year, the most figures shows, though that rate had risen by 14.5 per cent over the five years to 2016-17, prompting the Tribunal to reconsider what it considered an imbalance in rises between the executives and other employees.

In the territory public service, the average female employee was paid $89,356 and the average salary of men was $92,170, with a gender pay gap of 3.5 per cent.

That compares to the average $94,428 earned by male Australian Public Service employees and $86,529 for female APS staff in 2016-17, with a gender pay gap of 8.4 per cent that year.

Head of Service Ms Leigh earns a base pay packet of $354,000-odd, not including benefits, Mr Nicol earns a base rate of $337,000-odd and Chief Planner Ben Ponton earns up to $406,000, on the same rate as the land agency chiefs.

The authority is also expected to recruit one more executive-level employee this year, but the remuneration level of that employee has not been determined.
