One of three ACT Legislative Assembly inquiries into the former agency's land and business dealings, the inquiry into the land swap will hold hearings on Wednesday and Thursday this week, with a third scheduled next week.

The inquiry is investigating the circumstances surrounding the land swap, which the ACT Auditor-General found gave the CFMEU-linked Tradies Club up to $2.65 million in taxpayer-funded concessions.

The land swap centred on the government selling a carpark outside the club to the club, with the club in return selling the government two blocks of land it owned nearby, during lengthy negotiations that were completed in late 2014.

There remain numerous unanswered questions about the land swap, particularly given claims a box of documents that may have included details of meetings between government officials and the club may have gone missing sometime after the deal was sealed.

It is one of a series of controversial ACT government land deals in recent years that have become a running sore for the Barr government, and it is expected to be one of the first issues referred to the territory's proposed integrity commission, when it starts operating next July.

The committee is expected to hear from a raft of key government staff during the hearings, with Mr Dawes, his former second-in-charge at the agency Greg Ellis, and the club's former chief financial officer Stephen Brennan to front today's hearing.

To date, only Mr Ellis has willingly spoken publicly about the deal outside of the inquiry's hearings, when he told The Canberra Times public servants worked hard to get the best deal possible before he left the agency part-way through the deal negotiations.

While the Auditor-General was unable to find any specific political intervention in the deal to ensure the club won the tender, the audit office's report was scathing in its findings of a lack of rigour and transparency by public servants involved.

Former Auditor-General Dr Maxine Cooper, who led the audit, had also previously told the inquiry that while the audit office's role was not to make findings of criminal activity, partly due to a lack of records kept about the deal, she was unable to rule such activity out, either.

On Thursday, several current and former LDA officials will front the committee alongside ACT government solicitor Peter Garrison, including former staff Clint Peters, Julia Forner, Graham Mundy, Stephen Terracini and Ian Wood-Bradley.

A third hearing expected to be held next Wednesday may hear from Woolworths' subsidiary, Fabcot Pty Ltd, which was the only other tenderer to buy the carpark, and Chief Planner Ben Ponton, although that hearing schedule is still yet to be confirmed.
