The Crime and Corruption Commission handed down a report on Friday identifying a host of serious concerns ranging from guards giving prisoners drugs through to sexual relations.

Other corruption risks included a failure to report corruption, excessive use of force, misuse of authority, the introduction of contraband and misuse of information, the CCC's report said.

CCC chair Alan MacSporran said blind spots, where CCTV cameras were not monitoring spaces in Queensland jails, were being investigated.

"You could rationally conclude that some of the misbehaviour ... occurring in those blind spots is more than simply a coincidence," he said.

"Because everyone who works within the system knows exactly where those cameras are, as do, I might add, the prisoners.

"Everyone knows where the blind spots are - it's more than just coincidence.

"You'd have to assume that any misbehaviour identified that occurs in those areas is done for that reason and that's easily fixed by the placement of more cameras."

Evidence provided to Taskforce Flaxton suggested many areas within both public and privately-operated correctional centres had incomplete CCTV coverage.

Where CCTV footage existed, it was kept for 30 days.

QCS said cameras in jails were positioned in areas which had a high number of incidents or areas identified by regular investigations.

The cameras were primarily for "movement control" and focused on specific doors and gates, the CCC was told.

Among its 33 recommendations, the CCC said the QCS should review CCTV coverage to reduce high-risk blind spots.

Mr MacSporran said overcrowding was the single greatest threat to mitigating corruption.

Between 2013 and 2018, prisoner numbers increased by 43 per cent, with current figures showing Queensland jails were at 125 per cent capacity.

Mr MacSporran said there was evidence prisoners were not being treated humanely, mostly due to overcrowding.

"It leads to a whole host of serious collateral flow-on effects, less time out of cells ... Less availability of programs, less ability to rehabilitate prisoners, and that in turn leads to frustration, aggravation and directly, we think, is related to an increase in prisoner-on-prisoner, prisoner-on-staff assaults," he said.

But Mr MacSporran said the solution was not simply building more prisons and adding more beds.

"While it's a short-term solution, it's not a long-term solution," he said.

"Even if today, you decided to build a new prison to accommodate the numbers, by the time you've built the prison ... you'll have another number of prisoners who can't be accommodated."

Mr MacSporran the issue was more complex, and authorities needed to examine rehabilitation and diversion programs and the sentencing regime.

The review said inappropriate relationships were at the core of corruption, and they were cultivated by prisoners, outside associates and prison staff through manipulation, intimidation, threats, coercion and cooperation.

Motivations for forming and maintaining inappropriate relationships were typically economic, sexual or emotional in nature.

Mr MacSporran said guards and prisoners had to be in close contact in jails which could pose a corruption risk.

"You might be groomed, you might be befriended by a prisoner, it might be a way of getting your own way, it might be a way of guaranteeing you get favourable treatment," he said.

"The trade-off is the prisoner who gets favourable treatment might undertake to make sure that that wing of the prison where he or she are in control behaves appropriately or is well-behaved.

"There can be an element, and we've seen it, an element of sexual relationships inappropriately occurring between staff and prisoners."

Corrective Services Minister Mark Ryan said new Commissioner Peter Martin had already taken significant steps to bolster the ethical standards framework.

"We both know there is more work to be done across Queensland's prisons system," he said.

"I am confident that Queensland Corrective Services is well-placed to respond to any issues raised by the CCC in its report.

"We have made significant investments to expand the capacity of our correctional facilities since we came to government in 2015."
