Treasurer Jackie Trad's Mid Year Fiscal and Economic Review shows public sector employee costs, excluding superannuation, will come in at $23.99 billion in 2018-19.
That is $180 million more expensive than anticipated in the June budget.
Over the next three financial years, the general government sector wages bill will total $101.38 billion, $925 million more than was forecast in the budget.
LNP Shadow Treasurer Tim Mander said it was alarming that employee expenses had blown out by almost $1 billion since the budget was handed down six months ago.
Asked what he would do to cut down on public service expenses, Mr Mander said it was "not about numbers, it's about outcomes".
"If this amount of money is going to be invested, the Queensland public expects better outcomes," he said.
"They expect better hospitals, better education system, better public transport system and the Palaszczuk government is failing on all those fronts.
"These royalties won't be there forever so it's important that we invest them in job-producing infrastructure, stuff that will last for a long, long time, not day-to-day expenses."
The Queensland public service shed 14,000 jobs under the Newman LNP government but the Palaszczuk Labor government hired more than 17,000 in its first term.
Current opposition leader Deb Frecklington has promised there would be no forced redundancies under a future LNP government.
The MYFER showed full-time equivalent growth in the public sector at 1.7 per cent over the forward estimates and population growth at 1.75 per cent.
Ms Trad said Labor committed to more doctors, nurses and teachers at the election.
"These are fundamentally putting up the government expenses as well as what we are required to commit to in terms of funding under the new education agreement that was passed through the Federal Parliament by legislation," she said.
The MYFER also showed total debt was expected to increase and hit $83.51 billion over the forward estimates, while there would be a surplus of $524 million in 2018-19.
Ms Trad said the state's debt was sustainable and she would not apologise for borrowing to invest in infrastructure.
She said she would not embark on a "radical austerity" program of cutting services and selling assets to regain Queensland's AAA credit rating because the difference in interest between AA+ and AAA was 0.07 per cent.
Coal royalties were a blessing for the state's bottom line and were expected to tip in $4.26 billion in 2018-19, $739 million more than expected due to an improvement in coal prices.
Mr Mander said it was alarming debt continued to increase despite record royalties.
"It's important that the debt is stablised and it's also important that any money that we borrow is invested in job-creating infrastructure, not the day-to-day expenses of government," he said.
"They obviously have no plan, they obviously cannot manage the economy or their finances."
Mr Mander also said there was "no good news" in the update for unemployed people.
The unemployment rate was expected to be 6.25 per cent in 2018-19, dropping to 6 per cent the following year.
The MYFER documents stated 78,700 full-time jobs had been created since Labor came to power in January 2015.
Chamber of Commerce and Industry Queensland chief economist Marcus Smith said the $375 million increase to the surplus coincided with an improvement in retail consumption and visitor numbers, while the value of exports remained elevated.
However, Dr Smith also warned about the increasing cost of the public service.
"The government program of infrastructure spending is well known and the budget improvement as a result of commodity pricing masks, in some part, the need to be somewhat more judicious with the taxpayer dollar particularly in the areas of swelling public service numbers," he said.
