In a 45-minute speech to formally open the 56th Queensland Parliament, Governor Paul de Jersey confirmed the Parliament would move for a sitting in the regions.

As the Queen's representative, Mr de Jersey is forbidden to enter the Legislative Assembley, which was the lower house when Queensland was bicameral, meaning he had to open Parliament from the defunct upper house chamber, which housed the Legislative Council until 1922.

Premier Annastacia Palaszczuk has previously taken her cabinet to the regions, calling it "governing from the regions", but this will be the first time she has taken the whole 93 members of Parliament.

"In recognition of the challenges and opportunities in regional Queensland, my government will continue its initiative of governing from the regions," he said.

Between 2002 and 2011 and across various governments, four sittings of the Parliament occurred in regional Queensland cities - Townsville, Rockhampton, Cairns and Mackay.

The sitting in 2002 was the first time the Queensland Parliament had sat outside of Brisbane in its 142-year history.

It is traditional for the Governor, the Queen's representative, to use the government's advice in drafting the speech, and outline its agenda over the coming term.

Mr de Jersey said the government would be consultative, listen to Queenslanders and continue to consult with the crossbench.

"Those members sitting on the crossbenchers can be assured that my government's commitment to consult applies equally to them," he said.

"They can expect regular briefings on key matters and important legislation that will be put before this Parliament.

"They can expect the Parliamentary committee processes to provide scrutiny of the government's legislative program and its expenditure."

Mr de Jersey also welcomed MPs back to Parliament for 2018.

"You gather together here bringing different life experiences and expertise from a range of occupations and endeavours," he said.

Mr de Jersey acknowledged the number of women in the Queensland Parliament, and also the first Torres Strait Islander to be elected to the house.

"Unlike the first Parliament opened by [Governor] Sir George Bowen, this Parliament has strong, but not equal, representation of women and among those is the first member of Torres Torres Strait decsent, the member for Cook Ms Cynthia Lui, from Yam Island, some 2232 kilometres from here," he said.

Other priorities on the agenda include health and education, cyberbullying, working with federal and local government and jobs.

In the audience, in addition to sitting MPs, was Ms Palaszczuk's father and former minister Henry Palaszczuk, Labor state secretary Julie-Ann Campbell, Queensland Law Society deputy president Bill Potts, Queensland Police Union president Ian Leavers and outgoing speaker Peter Wellington.

Earlier, a 19-gun salute fired from Kangaroo Point, Mr de Jersey received the Royal Salute and inspected the guard, band and mounted police, and trumpets were played.

Following the opening speech, MPs headed to the Speaker's Green for a garden party.

Usual sittings of Parliament begin on Thursday, with the government planning to introduce 16 bills.
