Papalii, prop David Shillington, centre Jarrod Croker and utility Josh McCrone were among the 18 players named on Monday in the initial squad.
Papalii made his debut for Queensland this year, but has also indicated he would like to represent Samoa at this year's World Cup in Great Britain.
Shillington will be eager to retain his spot in the Kangaroos after losing his place in the Maroons for the final two State of Origin games.
Goulburn junior Croker has been rewarded for another solid season where he brought up his 100th first-grade game for the Raiders.
McCrone's utility value will come in handy.
He has represented Country for the past two years and has been switched from the halves to hooker.
The Gold Coast Titans have the strongest representation with seven players. Players from the train-on squad will also be selected to represent the PM's XIII team to play Papua New Guinea in Kokoda on September 29.
The PM's XIII team will be announced on September 16.
The players who have been selected are from the eight teams who have missed the finals.
More players will be added to the squad as teams are eliminated.
