Canberra duo Louise Burrows and Michelle Milward will be part of the Wallaroos team to play in the Tri Nations.
Australian sevens skipper Williams is considering a temporary switch back to the 15-a-side game to boost the Wallaroos' World Cup hopes.
But her sevens duties won't allow her to link with the Wallaroos until later in the year.
The World Cup will be played in France in August.
Burrows is making her comeback to the world stage after taking a break to raise two young children.
The Canberra Royals hooker has already played at two World Cups and is hoping to be selected for her third after quitting rugby in 2010 to focus on her family.
The Wallaroos will play against France, Wales and South Africa in the pool stages at the World Cup.
