How does sustained success at the under-18s level not translate to a Canberra Raiders Cup premiership, or even a single first grade grand final appearance since 2007?

Giteau has joined the Bushrangers as the club's first grade coach and has called in the cavalry in a bid to restore Tuggeranong to the top of the ladder.

The former Queanbeyan Blues premiership winner will be joined on the coaching staff by Jeremy Braun and Andrew Theuma.

The trio of Blues old boys see the club's promising junior stocks as the key to a change in fortunes, and have already started to make their mark.

The club has applied for a clearance for the return of club junior Jamal Nchouki, who was snapped up by the Blues en route to consecutive premierships in 2015.

Nchouki experienced success at the under-age level in Tuggeranong, with the former Canberra Raiders under-20s back-rower long regarded as one of the most promising players in the region.

"I said 'How do you guys win an [under] 18s comp every year and not have these guys come through'? They couldn't explain it to me," Giteau said.

"The definite goal will be to breed a lot of the juniors, let the juniors come through the club, and we'll be able to push them through first grade hopefully, rather than having to bring blokes into the club.

"We want to breed them into first grade, I guess a lot like Woden do."

It was a similar situation when Giteau joined the West Belconnen Warriors ahead of the 2014 season.

The Warriors went winless through 14 games and lost their final regular season match 98-0 to the Queanbeyan Blues before he took the reins with an eye on retaining the club's juniors.

Giteau won back-to-back coach of the year awards as he guided the Warriors to consecutive finals berths before the club went in another direction following the 2015 season.

Giteau, the brother of Wallabies player Matt, sees similarities between both clubs and expected the process would be much the same at Tuggeranong.

The Bushrangers know there is no easy fix, and have looked to add experience around the next crop of players in order to fast-track their development.

"When we started [at West Belconnen] they were struggling a bit, I think we'll do the same sort of stuff with Tuggies," Giteau said.

"A lot of the new blokes we've been able to sign up are of high quality, so we will be competitive straight off the break as well.

"It should be a very similar situation to what they were in when we took over at Westies, but I think we're in a better spot than where we started, if you know what I mean.

"Westies, they were really struggling, whereas Tuggies aren't going as bad as what we were at Westies."
