Higgs was dropped twice and caught off a no-ball on his way to 129 in the Blue Bags' total of 311 at Chisholm.
Queanbeyan is hoping to add the longer-form title to the Twenty20 and one-day trophies already in its possession.
Meanwhile, Tuggeranong's fast bowlers took advantage of swinging conditions to leave Wests-UC in trouble at 6-120 on a rain-interrupted opening day at Kippax.
Steve Hammond and Vinesh Bennett did the damage with three wickets each after Wests-UC won the toss and chose to bat.
