It could be part of the vision to bring Queanbeyan City of Champions to life.
NSW deputy premier John Barilaro pledged $2 million to do exactly that, looking to commemorate the city's rich history off the back of Nichole Overall's book from 2013.
He expected the project to be finished within two years, which he hoped would use cutting edge technology to celebrate Queanbeyan's raft of sporting, artistic, cultural and historic icons.
Barilaro wants to bring to life the likes of World Cup winning Wallaby David Campese, former F1 star Webber, NRL Hall of Famer Stuart, squash legend McKay or "wheat wizard" Willam Farrer.
He's been inspired by Bathurst developing a four-dimensional experience that allows you to see, hear, feel and smell what it's like to drive a supercar.
Barilaro hoped a similar thing could be done to honour Webber.
"Why can't we bring this to life? It's one thing reading about something, but I think Queanbeyan has an opportunity ... it's got a great story," he told The Canberra Times on Friday.
"We've got some greats stories and you could really do something exciting with technology now and virtual reality, rather than just physical installations where you walk past a statue or a monument.
"I'd love to see an opportunity with Mark Webber and maybe a F1 car in an interactive way for people to use."
Installations could be placed around Queanbeyan in places synonymous with who they are - David Campese Field, Stuart at Seiffert Oval.
Overall will head up a taskforce that will welcome community involvement in making the concept a reality.
"Certainly [there's] a great deal of interactive opportunities," she said.
"Whether that's going to be picking up a squash racquet against a holographic Heather McKay for example.
"Things that are really unique and probably cutting edge. And then some more traditional aspects as well.
"Maybe a waxworks type installation as well ... bringing to life George Lazenby and Miles Franklin."
