Premier Denis Napthine has revealed details of a successful bid to revamp Point Nepean Quarantine Station, which is part of a move to attract more tourists to the national park.

He said on Friday that the proposal by Point Leisure Group would take place on 4 per cent of the national park in an area that had already been significantly developed.

"One of the problems we have at the moment [is] people think Point Nepean is an area where they can't go, and if they do go there's not much to see and do."

The move is part of a controversial state government push to open up two thirds of Victoria's national parks for "nature-based" tourism development.

The University of Melbourne will establish a National Centre for Coasts and Climate on the 17-hectare site.

Artist impressions of the redevelopment also depict a geothermal bath house, hot spring pools surrounded by bushland and a modern function centre extending from the superintendent's quarters.

The plan also includes a coastal discovery centre that offers educational programs and accommodation for school students, a health and wellness centre, luxury and camping-style accommodation, shops, cafes and restaurants and a heritage museum.

Concerns have previously been raised about a lack of height restrictions for Point Nepean National Park, which is on the tip of the Mornington Peninsula and has impressive views of the ocean.

But Dr Napthine said the new buildings would not exceed the existing building heights on the site.

Victorian National Parks Association executive director Matt Ruchel said the guidelines governing the project were flawed. He said there were no requirements for extensive consultation with the community and environmental assessments would take place behind closed doors.

"This policy about privatising national parks and developing them was not put to voters at the last election. It puts a for sale sign on two-thirds of the state's national park."

Last year the state government introduced dramatic changes to Victoria's national parks that allowed for 99-year private leases. Details of the Point Nepean lease have not yet been determined.

Mr Ruchel said he feared the government would grant the company a 99-year lease.

Opposition leader Daniel Andrews said the Napthine government could not be trusted with national parks.

"National parks are not about profit and private enterprise, they are about people and their enjoyment of our pristine, natural environment and heritage. They are owned by all Victorians."

Environment Minister Ryan Smith said the proposal was a "sensible and sensitive" tourism investment that protected Point Nepean's environment and heritage, and complied with the government's development guidelines for national parks.

He said there were 50 buildings in the Quarantine Station and many had deteriorated over time.

The project is expected to create 220 jobs during construction and up to 390 ongoing jobs. The announcement on Friday followed a competitive tender process.
