The child's relatives have criticised the Department of Education and Department of Human Services' handling of the complicated matter.

"It is concerning that there appears to be no clear policies about whether convicted criminals can visit school grounds," the child's uncle said.

The mother, who can not be named for legal reasons, received a one-year community corrections order after she pleaded guilty to infanticide and recklessly causing serious injury in March 2014.

Infanticide is an offence when a mother kills her infant while the balance of her mind is disturbed.

She is seeking a variation to a court order so that she can attend her child's first day of school on Thursday.

Her two-month old baby died in hospital in 2012 after her then husband discovered the infant was unresponsive and was having trouble breathing.

A post-mortem examination found injuries to the baby girl's brain, body and ribs which were not accidental.

The surviving twin is permanently disabled.

A coronial inquiry heard last year that the mother scored highly in a test for postnatal depression. Doctors said the woman was probably suffering from a depressive illness seven days before the tragedy.

An Education Department spokesman said it was inappropriate to discuss the details of the case due to privacy reasons.

"The Department's focus is on the safety and wellbeing of students. The Department works closely with schools and, when necessary, with Victoria Police to ensure all Victorian students are safe and supported in their school environment," he said.

"The Department respects the role of the courts in dealing with these situations, and will abide by the courts' decisions."

A Department of Human Services spokesman said staff always acted in the best interests of children to "safeguard their safety, stability and healthy development".

He said the Department always complied with Children's Court decisions.
