But on Saturday, voters in Geoff Shaw's beloved Frankston are expected to turn the tables on the Liberal-turned-independent MP and end his political career.

The balance-of-power MP has defined Victorian politics over the past three years, creating a nightmare for the Baillieu and Napthine governments.

The Coalition relied on Mr Shaw's unpredictable vote to pass legislation and could rely on his preferences if they want to regain control of the marginal seat of Frankston.

Mr Shaw is no stranger to controversy and maverick, rogue and unpredictable often precede his name.

He's a divisive figure, and while some locals say he's the best thing since white bread and stands up for Frankston, others loathe him.

Allegations that Mr Shaw misused his taxpayer-funded car have dogged his time at Spring Street, and almost resulted in him being expelled.

The matter was investigated by the Ombudsman, the secretive privileges committee and police. Police charged the independent MP with 23 counts of obtaining financial advantage by deception and one of misconduct in public office, but these were later dropped.

But the chaos did not end, and the Victorian Parliament suspended Mr Shaw for 14 sitting days, and ordered him to pay back almost $7000 and apologise.

The Premier moved to expel the MP after he told a newspaper hours after apologising to Parliament that the whole process was "a political farce".

The former accountant set the scene for his tumultuous stint in Parliament with his maiden speech in 2010, which acknowledged God, rather than Aborigines, as "the original owner of the land".

In 2011, he told a gay constituent in a letter that the man's right to love as he pleases was akin to a sex offender wanting to abuse children.

Later that year he was involved in a scuffle in Frankston, and intervened in a roadside dispute after he saw a police officer being abused.

A few months later it emerged that Mr Shaw had been charged over a serious assault while working as a bouncer at Frankston nightclub 21st Century in 1992. He received a fine and a good behaviour bond over the attack but escaped conviction.

He hung a hand-drawn sign above a local road, begging for his ex-wife and the mother of his four children, Sally, to forgive him.

Mr Shaw also simulated masturbation in Parliament and Labor MPs claimed he called Opposition Leader Daniel Andrews a "wanker".

In March 2013 Mr Shaw sensationally quite the parliamentary Liberal Party, saying he had no confidence in then premier Ted Baillieu. Mr Baillieu stepped down as premier later that day.

Then there was the altercation on the steps of Parliament with the taxi protesters.

The evangelical Christian inspired the phrase "tummy eggs" after vowing to introduce a bill to scale back Victoria's abortion laws.

During the final days of the election campaign Mr Shaw sported a pink sombrero from Taco Bill while handing out how-to-vote cards.

"Stick it up em," one of his fans wrote on his Facebook page.
