The parties went before the ACT Civil and Administration Tribunal on Monday after the club filed an appeal against its $120,000 fine for breaching the ACT's poker machine laws.

The fine came after nearly a year-long investigation sparked by a complaint from problem gambler Laurie Brown, who fed more than $200,000 through gaming machines at Raiders clubs in Canberra.

Professor Brown said she put her name on the self-exclusion list, but alleged she was allowed back into the Raiders' Belconnen club in 2015 when she relapsed.

Clubs are required by law to keep a record of anyone showing signs of problem gambling - signs such as being unable to stop gambling, or making multiple ATM withdrawals.

Professor Brown believed her gambling addition should have been clear to staff, as she sometimes withdrew thousands of dollars a night at cash-out machines supervised by club employees.

However Raiders group general manager Simon Hawkins said Professor Brown had shown no signs of distress or problem gambling, which could have triggered intervention.

The ACT Gambling and Racing Commission declined to detail why the fine against the Raiders was so large.

"The commission is required to consider the matters in section 59 of the Gaming Machine Act 2004 in deciding what disciplinary action to take under section 58 of the Act," a spokeswoman said last month in a statement.

"The commission will not be making comment on the specifics of the fine or the action taken while the appeal process is still active."

Presidential member Mary-Therese Daniel ordered that the club's application to the tribunal be suppressed.

Ms Daniel said the application was quite lengthy and may make public some details the club would prefer to remain private.

Counsel representing the club Athol Opas and Allistair Twigg also said the application contained the names of some staff members, which they preferred to keep out of the media.

Professor Brown had previously criticised the lack of transparency of the process.

She said she was not shown any of the documents the Raiders submitted to the ACT government in their defence, nor any document's related to the club's appeal.

The suppression order will be reassessed at another directions hearing on March 5.

However the commission and the club opted to enter into mediation on February 13, with Mr Opas saying there seemed scope to narrow some of the issues the parties were fighting over.

He said the club would prefer a "conciliatory and facilitatory" mediator, indicating they may be willing to give a little ground over some of the specifics of the case.

The mediation will be closed to the public.

If the mediation is successful, the parties can chose to have a member of the tribunal to make new orders that day, or can draw up an agreement between themselves and send it off to the tribunal to be rubberstamped.

It may also mean the club's application will remain suppressed, unless a third party applies to have it removed.

Ms Daniel also ordered that disciplinary action against the club be suspended until the tribunal's final hearing on the case.

Payment of the fine had been pushed back until January 8 when the club filed its appeal on December 7.
