After an almost year-long investigation into a complaint by problem gambler Laurie Brown, the commission took disciplinary action against the Raiders late last year, alleging the club had not not recorded the signs that a patron had a gambling problem.

Clubs are required by law to keep a record of anyone showing signs of problem gambling - signs such as being unable to stop gambling, or making multiple ATM withdrawals.

Prof Brown lost $226,050 over 18 months at the Raiders club in Belconnen, until the alert was finally raised by her bank at the beginning of 2017. She says no-one intervened, despite an obvious gambling problem, which included withdrawing thousands of dollars through staff-supervised cash-out machines on some nights.

But Raiders general manager Simon Hawkins has rejected the commission's findings as "erroneous" and its report as "riddled with errors". He says Prof Brown showed no signs of distress or problem gambling that could have triggered intervention.

He said the commission had alleged the club should have recorded problem gambling on eight separate occasions.

"Our sin is simply that we didn't tell the commission when a patron used an ATM/Eftpos to get cash on multiple occasions," he said.

The Raiders have appealed, with an initial hearing set down for Monday afternoon in the tribunal. Prof Brown, who said she was never shown any of the documents the Raiders submitted to the ACT government in their defence, says she has also not been shown any documents relating to the club's appeal.

Mr Hawkins would not comment ahead of Monday's hearing, and the tribunal said it could not release the Raiders' application for review or other documents in the case.

The case will be keenly watched as a precedent-setter for the way Canberra's clubs deal with problem gamblers.
