Opposition health spokeswoman Vicki Dunne said she would on Tuesday give notice of the motion after a "spectacular breakdown" of the territory's health system.

But Ms Fitzharris has labelled the motion a "cheap stunt" saying she's taken strong action to address concerns.

ACT Health and Ms Fitzharris have come under increasing pressure in recent weeks after clinical staff took the extraordinary step of telling the government patients' lives on maternity wards were being put at risk due to poor management and chronic overcrowding.

It came just weeks after it was revealed Canberra Hospital had failed 33 key standards at a recent audit, some of which placed patients at "extreme risk". 

But the motion is highly unlikely to succeed, needing the support of the two Greens.

Under their parliamentary agreement with Labor, the Greens have agreed to only support a no-confidence motion in cases of "proven corruption, gross negligence or significant non-adherence [to the agreement]".

The opposition also moved a motion of no confidence against Andrew Barr in November last year over the controversial Dickson land swap.

Mrs Dunne's motion notes 12 issues of concern including The Canberra Times' revelations of the maternity ward crisis, systemic bullying,  poor elective surgery and emergency department waiting times,  "hidden waiting lists" to see specialists and significant delays to the review of opioid guidelines as well as the accreditation failures.

"We will be moving a want of no confidence because of the litany of failures that we have seen since the last time the assembly has met," Mrs Dunne said.

"[Maternity ward] concerns are important issues which can't be brushed off by senior officials saying the place is safe.

"As a mother and someone who has given birth I do not believe that the stories I have heard are isolated and that they are minor.

"What we've seen over the past two weeks is a complete breakdown of the system.

"The community is fed up with the sorts of stories we are hearing in the health system."

Ms Fitzharris said the motion was nothing more than another "cheap stunt" in the assembly.

"While the Canberra Liberals have been cooking up another stunt in the assembly, I’ve been meeting with health staff, starting a new agreement with Calvary Public Hospital, focusing on meeting accreditation and ensuring the next ACT health budget meets the needs of our growing community," she said.

"It’s clear to me that ACT Health has expanded in recent years and its organisational structure has not kept up.

"I have also acknowledged to staff that in recent times the governance of the organisation has let staff down.

"The challenges of governance have been borne out by the results from the accreditation survey, and confirmed a range of feedback and views I had formed in my first year in the role.

"I’ve taken action, brought in an interim director-g eneral and announced a separation of ACT Health into two distinct organisations - one focused on clinical and medical service delivery; and another focused on health system management, strategic policy and planning support functions."
