The iconic 900-metre stretch of beach is one of the busiest in Sydney, catering for swimmers, surfers, bodyboarders, nippers and life savers, stand-up paddle board riders and various fitness group activities.

Council will consider restricting any board with a fin to the southern end of the beach in response to “residential concerns”.

Currently soft boards - popular with young children and learn to surf groups - are allowed anywhere along the beach strip except in flagged patrolled areas.

Fibreglass boards are only permissible at the southern end during patrol hours.

Bondi resident and surfer Adam Gibson described the plan as "ludicrous" and "a thought bubble".

Mr Gibson said surfers had as much right to access to Bondi as swimmers.

"It's like saying this beach that was recently made a National Surfing Reserve, you can't actually surf on 50 per cent of it," he said.

"It is an absolute joke to consider a blanket idea of 'herding' soft board riders and general surfers into an ever-smaller area, with the introduction of buffer zones, or pushing everyone to South Bondi."

A council spokeswoman said the proposal was included in a survey of beach users as part of a yearly review of operations at Bondi, Bronte and Tamarama beaches.

"The (council) has asked for a review of the definition of soft and hard boards and from fibreglass and foam topped to simply fin or no fin," the survey said.

"This would restrict any craft with a fin to the breaks at the southern end of the beach.

"This would eliminate any interaction with people who choose to bathe between the flags and any surf-craft with fins from the northern half of Bondi beach."

Council noted the plan would restrict 84 per cent of beachgoers to the surf breaks at the southern end of the beach, heightening the risk of injuries due to congestion.

It said a downside of the change would be that it would limit all surf club training and Let's Go Surfing learn-to-surf classes to South Bondi.

Bondi Boardriders president Ian Wallace said the northern end of the beach was "the perfect place to learn to surf".

"It is a coming-of-age for kids. They hone their skills on a soft board in a safer environment and then you get a fibreglass board and move to the south end."

He said shifting all beachgoers on boards to the south end would mean "the beach is essentially stuffed".

Mother Vanessa Mitchell said at Bondi on Tuesday that the north end of the beach was less rough and easier for children to surf.

"The pro-kind of surfers are [south], they’d get angry if the younger ones and learners are on their waves."

The council spokeswoman said no decision would be made until the results of the survey were known.
