Included in the list of nine owners is a repeat offender who has previously had properties approved to be sold by the council for overdue rates, an owner of a $1.1 million home whose whereabouts are unknown and an owner who has never paid rates.

All of the properties are houses and they are located in Mitchelton, Keperra, Algester, Aspley, Brookfield, Nudgee, Norman Park, Bardon and Calamvale.

If a property has outstanding rates for more than three years the council can move to sell it.

In 2017, the council also moved to sell nine homes to recover more than $102,000 in unpaid rates from the owners.

The council's finance and economic development chairman Krista Adams said selling the properties was a last resort.

"In the case of these nine properties the owners had been refusing to enter into payment plans for many years," she said.

“These property owners have been given every chance to repay their unpaid rates in manageable repayment plans, yet they have refused to make even small repayments and some have not paid any rates for up to eight years.

“This is not a case of people forgetting to pay their rates, this is deliberate avoidance of property owners refusing to contribute their fair share to the running of our city, and one of these property owners stopped paying their full rates twelve years ago."

Opposition leader Peter Cumming said while resuming the properties may be a necessary step in the process of getting overdue rates paid he had some reservations.

Cr Cumming said in previous instances when local Labor councillors had engaged with residents with unpaid rates it had been uncovered they had not understood the process due to mental health problems or language barriers.

“I know the department tries their best, but at times they could be a bit more clever about how they approach these problems,” he said.

Property owners will have three months to make full repayment of their outstanding rates, or the council will set a date for their property to be sold.

On Tuesday, the council passed a motion to sell the following properties:

Kentville Street, Mitchelton - $19,385.64
The owner of this house, valued at $500,000, has not paid rates since 2013. The last payment made was for $800. A court bailiff was unable to execute a warrant filed in November 2014. The owner now owes almost $20,000.

Annandale Street, Keperra - $11,786.49

The owners of this property have not made a rates payment since November 2016. They owe close to $12,000 in unpaid rates on the property, which has been valued at $310,000. They were first in debt in May 2009 and have since been going through various processes with the council around the recovery of rates. Their last action was in May 2016 when the owners supplied financial documents and statements as requested in an Enforcement Hearing.

Acorn Court, Algester - $10,547.29
It has been reported the son of this owner lives at the property, but the whereabouts of the owner is unknown. Rates have not been paid since 2013 when a payment of $683 was made. A debt was first recorded in August 2006. In April 2015 an agent reported the property, which is valued at $320,000 was deserted and vacant.

Ailsa Street, Aspley - $10,412.35
This is not the first time the council has tried to forcibly sell this house because of overdue rates. The owner of the house paid their rates in full in 2014 prior to the proposed auction date for this property. They currently owe $10,412 in rates, their last payment was $10,980 in June 2014. The owner also owes money on a second property they own on Edinburgh Castle Road, Kedron. In 2017, the Kedron home was listed to be forcibly sold by the council due to $19,769 in overdue rates. The owner paid the rates on the Kedron property prior to it going to auction but now owes $611.66.

Rafting Ground Road, Brookfield - $10,200.13
There have been more than 30 attempts to contact the owner of this property, including letters, phone calls, texts and formal demands for payment. The owners have never paid rates since they purchased the property in June 2014. The council’s agent was unable to serve claim documents as they were unable to access the property, which is valued at $395,000.

Griffin Place, Nudgee - $7,819.89
The owner of this property has not paid rates since December 2015 when they made a payment of $1000. This property, which is under a mortgage, has been valued at $350,000. An enforcement warrant was filed in September 2015 but the warrant was not executed as the court bailiff could not find the owner.

Morehead Avenue, Norman Park - $21,861.03
The owner of this property has not paid rates since 2016 and now owes more than $20,000. The last rate payment was $1000 in October 2016 but a debt was first recorded in November 2010. The house, valued at $900,000, is under a mortgage. Legal documents in relation to a claim filed in March 2017 were unable to be served.

Nestor Avenue, Bardon - $33,096.22
The whereabouts of the owner of this property are unknown. They have not paid rates on their Bardon home, valued at more than $1.1 million, since 2014. The last payment made in July 2014 was for $6000, but the first debt owing dates back to February 2009. The owner’s son and daughter-in-law live at the property.

Daffodil Crescent, Calamvale - $9,975.81
Almost $10,000 in rates is owed on this house valued at $440,000. The council has been unable to confirm the whereabouts of the owner. Several site visits have been done, but there has been no confirmation of who lives at the house and no response has been made to frequent demands for payments. The last rates payment made for this property was $600 in April 2015, with debt first noted in June 2014.
