The man was working in the council's workshop on Sherbrooke Road in Willawong, on Brisbane's southside, when the accident happened.
Emergency services were called just before 10am after the man, believed to be aged in his 60s, was "hit by a heavy projectile with force", according to the Queensland Ambulance Service.
He was treated by critical care paramedics and taken to Princess Alexandra Hospital in a serious condition with head and facial injuries.
Workplace Health and Safety Queensland has sent an inspector to the site and launched an investigation.
Brisbane City Council said in a statement it was working closely with WHSQ to "determine the circumstances" of the incident.
