Five people were charged with habitual consorting in 2017-18, the Queensland Public Interest Monitor revealed, but all charges were still before the courts.

There were also 423 pre-emptive verified warnings issued statewide, 156 retrospective verified warnings and 129 consorting preventative directions.

Labor's serious and organised crime legislation, passed in 2016, banned outlaw motorcycle club members from wearing their club colours in public places and made it illegal for a person to habitually consort with two or more convicted offenders after being warned by police not to do so.

Since the laws came into effect in March 2017, there have been two people convicted of consorting.

The Palaszczuk government has regularly touted reforms that replaced the Newman government's Vicious Lawless Association Disestablishment (VLAD) laws as the "toughest and most effective" in the country.

LNP leader Deb Frecklington accused the Palaszczuk Labor government of being "soft on crime".

"Despite 708 warnings being issued in 2017-18, Labor didn't obtain even one conviction for habitual consorting," she said.

"This new report shows Queenslanders are at risk from criminal gangs."

Former Queensland judge Peter Lyons, who authored the report, said there was no single centralised unit or individual responsible for statewide monitoring and coordination of consorting.

He said there was no unique number for each warning issued, other than the number issued through QPRIME - the police database - and consorting was managed at a district level.

A Queensland Police Service spokeswoman said consorting laws were about disruption and crime prevention.

"Warnings are transparent and utilised to warn individuals [of] the identity of recognised offenders in their network they should not habitually consort with," she said.

"The consorting warnings and operations have been effective in disrupting and dismantling criminal networks, limiting their ability to establish and expand.

"Criminal prosecutions are only commenced where there is evidence of habitual consorting by persons who have disregarded a warning notice."

The spokeswoman said all consorting warning notices were recorded in QPRIME for accountability.

The report also showed police successfully applied for 50 surveillance device warrants in the Supreme and Magistrates courts last year.

Of the 85 devices, 35 were listening devices, 22 optical, 19 tracking and nine combination.

The Crime and Corruption Commission successfully applied for 34 surveillance device warrants and two covert search warrants.

Out of the 34 warrants, there were 55 listening devices, 29 optical and 19 tracking.

The number of applications remained constant from the previous year.
