Queensland MP Ted Sorensen broke down in tears during debate on abortion reform in Queensland Parliament on Tuesday afternoon, as he said his own birth was the result of an unwanted pregnancy.

Labor and LNP politicians have been granted a conscience vote on a government bill to allow abortion on request up to 22 weeks, and introduce safe access zones around clinics.

"It's very personal for me as my voice would never be heard here today as an unwanted pregnancy," Mr Sorensen said.

"I stand here today as a survivor.

"If this law was present in those days I would not be alive to speak on behalf of all the babies who have the right to live, and I believe I had the right to live."

Mr Sorensen said the bill could be called the "kill Ted bill".

"Every baby has a right to live, whether it's 20 weeks, whether it's 22 weeks, there is a real baby there, I was one of them," he said.

Pausing several times to compose himself, Mr Sorensen said he had a good life.

"I was fostered out at 13 months, but I've had a good life, I've been blessed," he said.

"I have an adopted daughter; I love her greatly. Why should she have been terminated for? She's grown up with us, she's enjoyed life, she's got two beautiful children.

"But this bill says we can terminate it all. Why?

"Think about it, when you vote on it, just think about killing Ted over here, because that's what you're doing to my heart today."

Meanwhile, Labor backbencher Joe Kelly was lobbying for action to tackle "bias" in the Queensland healthcare system against Down syndrome.

Mr Kelly said in utero diagnosis was improving.

"I wish to discuss fetuses diagnosed with congenital abnormalities such as Down syndrome, spina bifida or even a cleft palate," he said.

"Many constituents and some of my friends have provided me with anecdotal evidence that would suggest there is a bias amongst healthcare professionals which is probably a reflection of a broad societal bias against people with disabilities."

Mr Kelly, a former nurse, said he had worked and volunteered with adults with intellectual disabilities, including Down syndrome.

"The impacts that Down syndrome can have on an individual are extremely varied," he said.

"I have known people who are fully independent and have jobs, relationships, hobbies, religious and political beliefs.

"I have worked with people with Down syndrome who have ... needs of high-level care due to cognitive, physical and behavioural issues.

"It has been my experience that with the right support, every individual can lead a meaningful life."

Mr Kelly said he had raised his concerns with Health Minister Steven Miles and would continue to pursue the issue.

"I believe we need to do further research to determine if in fact the bias does exist and develop strategies to deal with that if it is in fact true," he said.

"We also need to ensure that women, and if it is appropriate, their partners, are provided with good support and information when they're advised that a fetus has a congenital abnormality."

Mr Kelly said he would support Labor's bill because it would improve the way abortion was regulated in Queensland, provide women across the state with access to sexual health services and help reduce the number of terminations.

The bill will need a majority vote to pass, with the numbers looking close.

So far, 20 Labor MPs and Greens MP Michael Berkman have indicated they would support the bill, while 15 LNP MPs appeared likely to vote against it.

The three Katter's Australian Party MPs were expected to oppose the bill, while the intentions of three LNP members were unclear.

Labor member for Logan Linus Power expressed reservations about aspects of the bill and described a friend breaking down in tears about having an abortion.

He said he would support the bill at the second reading but would be considering the amendments.

LNP member for Currumbin Jann Stuckey said she believed medical and surgical terminations should be decriminalised but said she would continue to listen to the debate as she considered her vote.
