People accused of having links to terrorism will find it harder to be released on bail or parole, under a bill introduced in Queensland.

The legislation follows Premier Annastacia Palaszczuk's agreement at a 2017 COAG meeting to introduce state legislation.
The Justice Legislation (Links to Terrorist Activity) Amendment bill will ensure there is a presumption against bail and parole for people who have demonstrated support for, or have links to, terrorist activity.
Attorney-General Yvette D'Ath said terrorist attacks in Australia and abroad had led to terrorism gaining prominence as a global security concern.
"The recent tragic event in Melbourne has hit home for many people across Queensland and I offer my sincere condolences to the many friends and family who have been impacted," she said.
"But it is important to note that the national threat level remains at 'probable' and this legislation is not in response to any particular incident."
Ms D'Ath said the most effective defence against terrorism was preventing radicalisation and the progression to violent extremism.
"These reforms recognise that the evolving threat posed by terrorism is not constrained by our state borders and that a national response is required," she said.
Corrective Services Minister Mark Ryan said the bill would apply to a relatively small number of prisoners in Queensland jails in the short term.
"But it's important to be prepared for possibilities in the future," he said.
The bill will reverse the statutory presumption in favour of bail for an adult, or release for a child, who has previously been convicted of a terrorism offence, or who is currently, or has previously been, subject to a Commonwealth control order.
Ms D'Ath said the reversal of the presumption in favour of release for children may be considered extraordinary but the bill was limited to to offenders with proven links to terrorism and recognised the risks of those links to the community.
When considering bail, courts will be able to consider promotion of terrorism, such as making a statement in support of a terrorist act.
A "terrorist act" will include an event that has not happened.
Accidental or incidental associations, family relationships, religious or legal interactions that are not for the purpose of supporting a terrorist act or promoting terrorism will not be considered relevant.
There will be a presumption against parole for prisoners convicted of terrorism offences, and also when the commissioner of police provides a report to the parole board identifying there is a reasonable likelihood a prisoner may carry out a terrorist act.
There will also be powers to allow a prisoner's parole order to be suspended or cancelled if the parole board becomes aware a prisoner poses a risk of carrying out a terrorist act.
