The Queensland government will introduce legislation to allow full decriminalisation of abortion, with doctors, midwives, nurses and pharmacists able to assist in the termination of a pregnancy up to 22 weeks' gestation. Women would not be required to provide a reason.

After that time, a doctor would need to consult with a second doctor to receive approval.

There are also provisions for conscientious objectors to refer a patient to a medical practitioner who will perform the procedure and exclusion zones of 150 metres around clinics to shut out protesters.

Labor MPs will be given a conscience vote, while the LNP has not yet announced whether its members will be forced to vote along party lines.

Premier Annastacia Palaszczuk did not answer when asked whether she had the numbers to pass the bill.

"I want every member of Parliament to read that report. It is very comprehensive, it sets out a very clear way forward, and I think that members should be allowed the time to read that report in detail," she said.

Deputy Premier Jackie Trad said she believed the state was closer than ever to decriminalising abortion.

"Ensuring that every single member of the Queensland Parliament has the right to exercise their conscience on this matter is critical to whether this legislation gets up," she said.

Queensland Nurses and Midwives' Union secretary Beth Mohle said the union would be asking MPs how they intended to vote on the legislation.

"This is an issue that has been a long time coming and being addressed, it is a health issue and not an issue for the Criminal Code," she said.

Pro Choice Queensland campaign co-ordinator Sinead Canning urged the government to ensure the reforms were passed by the end of the year.

"The current laws ignore the realities of unplanned pregnancies and abortions," she said.

"This is a once-in-a-century opportunity to finally reform abortion laws in Queensland. We've waited 119 years for this and Queenslanders don't want to wait any longer."

Human Rights Law Centre senior lawyer Adrianne Walters said it was time for all political parties to work together to decriminalise abortion.

"This is a once-in-a-century opportunity that must be seized by the Queensland Parliament," she said.

Children by Choice manager Daile Kelleher said the organisation did not believe a legislated gestational limit for lawful termination of pregnancy was necessary.

"We recognise, however, that significant community concern exists in regards to later gestation termination," she said.

Ms Kelleher said she also supported safe access zones and conscientious objection with a mandatory referral clause.

"Our counsellors regularly talk to clients who have either been turned away or misguided by their GP or public hospital while seeking abortion as health care, or they have been accosted by anti-choice groups outside clinics," she said.

Cherish Life Queensland was also expected to campaign over the proposed changes.

Executive director Teeshan Johnson expressed concerns about the potential for late-term abortions, and said the bill was unnecessary.

"Inevitably, the overall number of abortions in Queensland will increase after decriminalisation, as it will become freely available in public hospitals, which is not currently the case," she said.

Queensland and NSW are the only two states where abortion remains in the Criminal Code.
