It is among more than $1.23 billion owed to the State Penalties Enforcement Registry, which increased from $1.19 billion in May 2017.

It comes as data shows just five accounts, held by either people or companies, were responsible for more than $7 million in debts.

As of this week, the highest amount owning by a single entity was $4.5 million, as a result of six unpaid debts.

The next highest was worth $1.25 million.

LNP shadow treasurer Tim Mander said Labor was failing to claw back cash that was urgently needed for schools, hospitals, infrastructure and to cut debt.

"Defaulters are thumbing their noses at Labor and the entire SPER system," he said.

"This vast amount of money could be used to aircondition state schools or bust congestion."

In a response to a question on notice by the LNP, Treasurer Jackie Trad said people who did not pay their debt on time faced enforcement action from SPER.

"Individuals and companies with high value SPER debts have often been found guilty by the courts of serious offences and have been ordered to pay large fines, compensation or restitution," she said.

"Where this occurs, courts may give the offender a period of time to pay their debt.

"SPER is unable to pursue enforcement action for these debtors until the court ordered time to pay is completed.

"Additionally, debtors with high value debts often lack financial capacity to pay or may be individuals serving time in prison, individuals and companies who have entered into bankruptcy or external administration processes."

A government spokeswoman said the government introduced legislation last year to change the way SPER operated, making it easier to recover debts, simpler for people to pay and fairer for people experiencing hardship.

"SPER is always willing to reach acceptable payment arrangements based on individual's or company's circumstances," she said.

"We take a tailored approach, depending on an individual's entire debt history and circumstances, and a range of payment options are available."

SPER can take enforcement action to collect unpaid debt, including suspending driver licences and issuing fine collection notices to banks or employers to recover money.

Fees are applied when debts are registered and when enforcement activity begins.

As of October 31, the 12-month average finalisation rate for SPER debt - or the difference between what was referred to SPER and what was collected - was 96 per cent.

That figure was up from 65 per cent from three years ago.
