Union boss emailed Palaszczuk minister a list of priorities via private account

The email is the latest to be revealed following a Right to Information request into the former energy minister Mark Bailey's use of his personal email account, mangocube6@yahoo.co.uk.

Electrical Trade Union boss Peter Simpson emailed Mr Bailey on the night of February 15, via a Gmail account the minister used while working with Keep Queensland Nuclear Free, forwarding it to his Yahoo account on the morning of February 17.

Premier Annastacia Palaszczuk announced the make-up of her first cabinet on the afternoon of February 15.

In the email, Mr Simpson forwarded a draft brief to "put you in the picture of the priority issues we will be chasing you over", saying he would next submit it formally.

"Appreciate a lot going on in your world tonight, as discussed, I want to meet with you before the GOC's [government-owned corporations] get to you with their woes," Mr Simpson wrote.

The attachment lists the ETU's priority issues, including stopping asset sales, the merger of Ergon and Energex and resolving enterprise bargaining agreements.

LNP leader Deb Frecklington accused Mr Bailey of "bow[ing]" to union demands delivered through secret back channel communications.

But Mr Bailey, now the Transport Minister, said the Crime and Corruption Commission had accessed every single email in his private email account as part of its investigation, which finished in 2017.

"No issue was identified with the content of those emails," he said.

Mr Bailey was under fire last year for his use of his private Yahoo email account, which he deleted, following reports he was contacted through the account by Mr Simpson.

Following an investigation, the CCC confirmed it would not prosecute Mr Bailey for his use of the account and deletion of public records because they were able to be recovered.

The CCC found 1199 records in Mr Bailey's email account were considered public records but 660 could only be disposed of with authorisation by the State Archivist, which did not give permission.

It said the use of the personal email account was not a criminal offence, but breached the Ministerial Handbook and Ministerial Information Security Policy.

An earlier review by the CCC did not find any evidence to support allegations Mr Bailey used the personal email account to engage in negotiations with the ETU that would amount to corrupt conduct.

Ms Palaszczuk has since updated the ministerial rule book, including banning ministers from using Snapchat to discuss official business.
