Premier Annstacia Palszczuk said early estimates of the cost to Queensland from the "summer of disasters" was $1.5 billion, and could increase.
"Dealing with increasing natural disasters will carry heavy burdens, emotional as well as financial," she said, speaking at the Queensland Media Club on Tuesday.
Ms Palaszczuk said cabinet was briefed on Monday about the impacts of the flood on the state's rail and road network in north Queensland, while cattle properties would need fencing fixed and about 1200 homes in Townsville were uninhabitable.
"Those assessments will feed into our budget and we believe that we will be able to financially manage that impact," she said.
Deputy Premier Jackie Trad said the natural disasters would "definitely" have an impact on the state's budget, due to be handed down in June.
"How disaster reconstruction funding works is, the state has to foot the bill in the first instance for the rebuild, the rail, the roads, significant amounts of clean up and then we get reimbursed after the work is assured by the federal government," she said.
Ms Trad said Treasury could look savings internally in the state government, underspends and other measures, but did not directly answer whether Queensland may borrow more to fund the work.
The Queensland budget took a $1.5 billion hit from Cyclone Debbie in 2017.
LNP leader Deb Frecklington called on the Labor government to rule out raising or introducing any new taxes.
"We believe the climate is changing but this shouldn't be used as an excuse to do nothing," she said.
"It means the government must prepare properly, including financially, for natural disasters."
Ms Palaszczuk listed the numerous natural disasters to plague Queensland in recent memory, including fires, cyclones, droughts and monsoonal rain, pointing to the effects of climate change.
"Flood, storms, droughts and bushfires are all increasing," she said.
With only months until the federal election, Ms Palaszczuk went on the attack against the federal coalition government's climate policies.
"In Canberra, we have had policy paralysis for years," she said.
"Ideology has unseated science, evidence and facts are simply ignored."
Ms Palaszczuk accused the federal government of "energy paralysis", which she said was having an impact on the transport and agricultural sectors, which risked carrying a disproportionate share of the cost of dealing with climate change.
"I accept the science of climate change and so does everyone in my government," she said.
"Those who do not accept the science of climate change are saying they will do nothing to protect the jobs in our tourism industry or our agricultural industry."
Meanwhile, asked whether her government would block the Adani Carmichael mine because of the black-throated finch, Ms Palaszczuk said the review was conducted independently, in addition to a federal independent assessment of groundwater.
"Both of these issues are still in the process phase – the company in question has known about this since 2014," she said.
"In terms of the process, we've always said that resource companies that do provide of course a lot of jobs for Queenslanders, and we will always 100 per cent back those Queensland jobs, they must pass, they must stack up financially and they must stack up environmentally," she said.
