Ipswich City Council will not have legal recourse to fight back against the state government's latest move to sack the entire council, councillor Paul Tully says.

Local Government Minister Stirling Hinchliffe will introduce legislation to dismiss the Ipswich council in August and appoint an administrator.
The administrator will be in place until the next local government elections in March 2020.
More than a dozen people connected to the Ipswich council are facing charges, including former mayors Andrew Antoniolli and Paul Pisasale, prompting the state government to start moves to appoint an administrator in May.
Cr Tully said preliminary advice suggested the Ipswich council would not be able to launch a legal challenge to the government's legislation unless it could be proven to be unconstitutional.
"Our preliminary advice, and I assume the same that the government would have, is that an act of Parliament in this situation is completely unchallengeable," he said.
Cr Tully is the city's longest-serving councillor, after being first elected in March 1979.
Mr Hinchliffe's announcement comes after he slapped the council with two show-cause notices, with the latest under newly expanded powers to dissolve councils "in the public interest".
Ipswich City Council launched legal action in the Supreme Court to challenge that show-cause notice, with a hearing set down for July 31.
But Mr Hinchliffe argued Ipswich councillors had "made it plain they could drag this process out for years".
Cr Tully said the move set a dangerous precedent.
"What this is going to lead to is situations like Logan and the Gold Coast, where if the community whips up a big enough storm, the government is setting a precedent that they will be bombarded with requests for dismissal of councils," he said.
Cr Tully slammed the move as "unfair and undemocratic" and said 10 councillors had not faced allegations or charges.
"This is disappointing, it's come as a big surprise," he said.
"No council in Queensland, since 1859, has ever been sacked directly by a special act of Parliament."
Cr Tully said the state government should hold a council election within 12 weeks, rather than waiting until March 2020.
Conceding the legislation was likely to pass, Cr Tully said he intended to have a "brief retirement", with plans to focus on his Jack the Ripper book and beehives, before "probably" running in the next council elections in March 2020.
Ipswich acting mayor Wayne Wendt decried Mr Hinchliffe's "extraordinary step" to "sidestep the Supreme Court".
"The minister has clearly shown that he is not prepared to defend his show-cause action in court, and therefore has little respect for the legal system," he said.
But Mr Hinchliffe said his decision would deliver certainty for the people of Ipswich.
"They want a council they can have confidence in, not one that's under a cloud amid dozens of criminal charges and costly legal proceedings," he said.
Labor member for Bundamba Jo-Ann Miller, who has campaigned for action to be taken against the Ipswich council, said there was no joy in the announcement.
"But there had to be a line put under this dark era in Ipswich," she said.
Former independent member for Cairns Rob Pyne, who frequently spoke about local government corruption and used the protection of parliamentary privilege to table various documents, welcomed the decision.
"Once these things do come to light, we've now seen that the minister will act, which is good," he said.
"This is good for the majority of councils who do the right thing."
But LNP deputy leader Tim Mander accused Labor of "incompetence".
"They had a crack at trying to solve this mess at Ipswich six weeks ago at Parliament and now we're told that we need urgent legislation in six weeks' time to deal with this mess," he said.
