The Australian Electoral Commission has created the new electorate of Fraser in the ALP's heartland, a seat which looks set to be snapped up by Labor leader Bill Shorten, and boundary changes to two marginal Liberal electorates have made them even harder for the government to defend.

The creation of the Division of Fraser in Melbourne's north-west means Mr Shorten may switch to the new seat, notionally safe ALP territory, from his current neighbouring seat of Maribyrnong, which is tipped to turn marginal in the coming years.

The federal seat of Batman in Melbourne’s inner-north has been renamed Cooper, to honour Indigenous rights activist William Cooper, and Melbourne Ports will be renamed Macnamara.

But a proposal to rename the seat of Corangamite after swimming teacher May Cox was rejected by the commission.

Corangamite will keep its name but is now more likely to get a new MP, with changes to its boundaries making it harder for the Liberals' Sarah Henderson to retain.

Changes to the Liberal-held seat of Dunkley in Melbourne’s south-east have also tipped it towards ALP.

On the upside for the Coalition government, the statewide redistribution bolsters the Liberal lead in the seat of Chisholm in Melbourne's east and puts the renamed Melbourne Ports within striking distance.

Some of the most vocal objections to renaming Corangamite came from Ms Henderson, who feared she would be teased if her electorate was renamed Cox.

The name of Batman has become controversial in recent years because of the involvement of John Batman, for whom the seat was named, in massacres of Indigenous Australians in Tasmania.

William Cooper, a secretary of the Australian Aborigines League, campaigned for direct representation in Parliament, enfranchisement, land rights and federal control of Aboriginal affairs.

Mr Shorten confirmed in April that he was considering the switch to the safer seat and that he would confirm his intention once the redistribution was in  place.

The Labor leader did not respond to requests for comment before deadline on Wednesday.

The confirmation of the new boundaries clears the way for the Victorian Liberal Party to make a decision on its federal preselection, with fears growing among members that the choice of candidates for the next federal poll will be decided by the party's ruling Administrative Committee.

A senior Liberal said there was now no reason for the committee to delay preselections any further.

"These preselections are long overdue and need to be done now," the source said. "Rank and file members deserve the right to vote on who their Members of Parliament are."

Ms Henderson said she was extremely pleased that her electorate's Indigenous name would be retained.

But she was "incredibly disappointed" to have lost large parts of her electorate, including Colac and sections of Geelong.

She looked forward to including northern parts of the Bellarine Peninsula and Leopold into her seat.
