The Crime and Corruption Commission has launched Taskforce Flaxton to investigate corruption and corruption risks in Queensland's 14 prisons and work camps.

Among the allegations against staff were assaults on prisoners, use of excessive force, misuse of power including making threats, failing to provide access to services such as medical treatment, legal advice or food, facilitating the introduction of contraband into a facility and misusing information.

Allegations received by the CCC about corrective services facilities have increased over the past three years, an issues paper released by the watchdog states.

"In particular, the number of allegations received about assaults/ excessive uses of force and the misuse of official information have increased," it says.

The CCC said prisons were "closed and isolated settings", which while working to deliver the necessary confinement of prisoners, could also create an environment that presented significant corruption risks for staff.

"These risks are not confined to Queensland, they exist across every jurisdiction," the CCC issues paper reads.

Correctional facilities house a challenging sector of society, with many prisoners coming from disadvantaged backgrounds, deprived of their liberty, and living with other prisoners with their own special needs, with the environment typically characterised by conflict and violence, it says.

Staff persistently face intimidation, threats to personal safety and assaults, with a high-risk environment which could increase stress, undermine job satisfaction and reduce their commitment to their jobs.

"In such demanding chronic working conditions, there may be a strong sense of team spirit among staff that facilitates camaraderie and support," the paper says.

"At the same time, this solidarity could motivate staff to cover for a fellow colleague's wrongdoing."

The CCC has called for former prisoners, former staff members, official visitors and non-government organisations to have their say, asking them to explain what may account for the increase in the number of corrupt conduct allegations received.

Last month, Corrective Services Minister Mark Ryan said he strongly supported the CCC's decision to shine a light on Queensland's correctional facilities, particularly as QCS recently became a standalone department.

Queensland Corrective Services Commissioner Peter Martin said he was supportive of any process which led to better safety outcomes and support for officers.

"The QCS will cooperate fully with the work of the taskforce," he said.

"We are a transparent, learning organisation, and as a new department, it is a valuable process for us to have the CCC examine our processes and provide their expert advice as we build capacity and maturity."

Taskforce Flaxton was expected to hold public hearings in May, examining corruption and risks in Queensland's prisons, laws and policies and reforms to prevent, detect and deal with corrupt conduct.
