Tension is building on Spring Street as the saga, which has troubled the Labor government since 2015, heads to a climax on Wednesday morning when the Victorian Ombudsman’s report into the allegations is published.

Speculation increased on Monday after it emerged former Labor treasurer John Lenders, allegedly one of the architects of the campaign scheme, resigned this month as chair of government body VicTrack, saying he wanted to spend more time with his grandchildren.

Meanwhile, 'red shirts' whistleblower Jake Finnigan told radio station 3AW on Wednesday morning he had lost friends, been "institutionalised" and forfeited a career in politics after raising concerns about how he was being paid while working in Police Minister Lisa Neville's office.

"I was ostensively campaigning for the Labor party on a full-time basis while being paid two times a week by the Parliament," he said.

"I wasn't doing any electoral office work. I was based out of police minister Lisa Neville's office ... but I was being paid by John Eren's electorate office in Lara. I certainly did fill out my timesheets in advance."

Mr Finnegan said he hoped the Ombudsman's report would be "for the greater good of this state".

"I feel this is important, because it finally sets out what politicians can and can't do with taxpayers money and taxpayers resources," he said.

The Opposition senses political blood and wants Labor MPs to quit if they are found to have been involved in any rorting while the Greens too signalled on Tuesday they would join the pursuit.

The government again denied acting improperly on Tuesday despite heightened anxiety among Labor MPs that the report could be highly damaging in the lead up to the November election.

“We stand by our comments. I believe that everything was done within the rules. But we’ll wait and see the report from the Ombudsman,” Deputy Premier James Merlino said.

Victorian Ombudsman Deborah Glass has been investigating the conduct of Labor’s successful 2014 campaign that toppled the Coalition government after just one term.

Ms Glass has probed claims that electorate officers for Labor MPs, who are employed by the parliament, were diverted to the 2014 election campaign in contravention of parliamentary rules.

Opposition Treasurer Michael O’Brien called a press conference on Tuesday in response to Mr Lenders’ decision not to seek reappointment with VicTrack.

Mr O’Brien said Labor had already set the standard that MPs who were caught rorting taxpayer funds should apologise and resign.

“We know the public is sick to death of politicians who treat them like mugs and take their money for granted,” he said.

Mr O’Brien said former speaker Telmo Languiller and his deputy Don Nardella had both resigned and agreed to repay the money after they were caught improperly using taxpayer funds to maintain beachside residences.

And former minister Steve Herbert stood down from the ministry and then left parliament altogether after he was found to have used his taxpayer-funded chauffeur to ferry his dogs around.

“That is the standard that’s been set,” Mr O’Brien said. “That’s where the bar is and that’s where Victorians expect Daniel Andrews to act when this report comes down.”

The government has spent more than $1 million fighting the allegations, including appearances in the Supreme Court, Court of Appeal and the High Court.

Up to 20 MPs were reportedly involved in the alleged rorting.

Victorian Greens integrity and anti-corruption spokesperson Sam Hibbins said the “stench hanging over parliament must be lifted” and called for Labor to abide by all the Ombudsman’s recommendations.

“You have to question why Daniel Andrews committed so much time and public money trying to shut down this investigation,” Mr Hibbins said.
