Goulburn came in third worst, with 2586 speeding offences last year, while Quenbeyan was eighth with 1462, figures from NSW police reveal.
Mascot was the worst in NSW with 2950 offences.
Goulburn was also in the top 10 for offences where motorists were caught speeding more than 45 km/h over the limit.
In the past financial year, NSW police issued more than 220,000 infringements for speeding and more than 15,800 for people whose passengers were not buckled up.
The figures come after police fined a 22-year-old Victorian student than $3000 after they caught him doing more than 177km/h with an unrestrained passenger in his car south of Gundagai last week.
At the time, there was thick fog and the road was wet after recent rain.
The NSW road toll is currently at 221, which is 43 more fatalities than the same time last year.
"Those using our roads clearly need to do more to ensure not only their own safety but that of other road users," NSW traffic and highway patrol command acting assistant commissioner Stuart Smith said.
