Abbott's mandarins - Fraser, Lloyd and Thawley - enjoy a frankness their colleagues can't

Six months has passed since Tony Abbott's three appointees to the top of the bureaucracy arrived in Canberra: Michael Thawley at the Department of the Prime Minister and Cabinet, John Fraser at the Treasury and John Lloyd at the Public Service Commission. The high-powered trio all came from outside Canberra with a variety of experience, including recent stints in and with the private sector as well as time served earlier in the Australian Public Service. All were returning to an environment they knew well but with the benefit of fresh eyes. What impact are they making on the bureaucracy? Will their appointments bring about significant changes in the role of senior public servants?
