The ex-NRL halfback is the eighth man charged following investigations into alleged large-scale drug supply in the Newcastle and Lake Macquarie regions.
The 31-year-old was arrested at a home in Tarrawanna, near Wollongong, on Wednesday and charged with three counts of supplying an indictable quantity of a prohibited drug and supplying a trafficable quantity of a prohibited drug.
Mullen, who spent two days in hospital after overdosing in December, was given conditional bail and is due to appear before Newcastle Local Court on June 20.
Strike Force Castlestead detectives have charged eight people to date and further arrests are expected.
