Leonard joins ten other uncapped players in Dwayne Nestor's squad, after two standout seasons of Super W.
"There were some really difficult selections to be made, but that is a testament to the work ethic of the extended squad and the real depth we are growing following on from the second season of Super W," Nestor said.
"The hard work is only just beginning, as we have a massive opportunity this year with the Tests scheduled and I know the squad is looking forward to getting into camp."
The 24-year-old is the only Brumby named for the Test series but former ACT representative Millie Boyle has earned a recall.
The Wallaroos will kick off the historic Test series against Japan in Newcastle on Saturday, July 13, before meeting again in Sydney on Friday, July 19.
