Former Telstra boss David Thodey and his team delivered the report on Friday afternoon, more than a year after it was commissioned by then prime minister Malcolm Turnbull and former Prime Minister and Cabinet secretary Martin Parkinson.
A statement released by the department said the secretaries board had been asked by Prime Minister Scott Morrison to review the recommendations in the report and deliver a report to cabinet.
Mr Gaetjens thanked Mr Thodey and the other members of the review panel, as well as those who contributed to the report.
A Prime Minister and Cabinet spokeswoman could not indicate when the report would be made public.
