Labor delves further into Taylor's claims

The opposition's climate spokesman Mark Butler revealed on Monday he has applied for three freedom of information documents about the incident.

"The public has the right to know the truth about the production of a doctored City of Sydney annual report used to put pressure on the Lord Mayor of Sydney," he said.

Mr Butler has applied for documents from the minister's office, the Department of Environment and Energy, as well as from the prime minister's office.

"In making these requests I felt it necessary to advise Angus Taylor and Scott Morrison that relevant documents could not be destroyed or altered."

Labor has also referred Mr Taylor to NSW police.

Mr Taylor has offered to apologise to Clover Moore over the incident, which was used as the basis for a scathing article in the Daily Telegraph criticising her environmental credibility.

He is yet to send an apology letter.

"I have made the statement and I have said in that statement that I will send her a letter," the minister told reporters in Sydney.

"I don't have anything more to add to that today."

The document Mr Taylor relied on claimed councillors had spent $1.7 million on international travel and $14.2 million on domestic travel over the past financial year.

But the 2017/18 council report currently available online, as well as previously cached versions, shows international out-of-pocket travel costs such as meals and taxis were only $1728, and domestic costs were $4206.
