Scott Morrison received an angry reception from Cobargo residents on Thursday afternoon after he made a surprise visit to the town.
Large sections of Cobargo's township were destroyed by fire and three people have now been confirmed dead in the area.
Speaking to Channel Seven's Sunrise, Mr Constance said despite being on the Prime Minister's side of politics, their reaction was what locals were feeling.
"Well, I didn't even know he was coming, I haven't had a call from him," Mr Constance told Seven News.
"To be honest with you, the locals probably gave him the welcome he probably deserved."
"I say this to the Prime Minister today, the nation wants you to open up the cheque books, obviously help people rebuild their lives."
Mr Constance said people still need to get out of the area.
"Even at 4am last night there was another fire advice just in the street next to mine," he said.
"A lot of people are very worried and scared. We need people to keep a cool head, follow the advice of the RFS.
"We'll get through the emergency and then we can get into the recovery phase which is obviously going to be a major, major exercise."
Eurobodalla Shire Mayor, Liz Innes apologised to the PM for the behaviour of locals.
"There's a few examples of not so great behaviour and so I just want to say sorry to Scott Morrison for the behaviour and treatment he received," she told ABC News.
"Look I know people are scared, they're angry, they're hurt but that's not the images that I want to see coming out of my beautiful area."
Currently, thousands of tourists are still evacuating the South Coast ahead of worsening fire conditions on Saturday. The RFS had issued leave notices all along the South Coast from Nowra to the Victorian Border.
Yesterday, as people were trying to evacuate, the Princes Highway had to be closed between Tomerong and Milton for backburning. This left people gridlocked in Milton and Ulladulla for over 15 hours.
That section of the highway has now been reopened for tourists to leave and Live Traffic NSW said emergency services are now escorting motorists from Lake Conjola and Bendalong towards the Princes Highway.
