She served as a judge in the appeal court since July 2018, after holding roles in the Supreme Court and Victorian Law Reform Commission.
Justice Emerton's appointment as president will start on July 16 following Justice Chris Maxwell's retirement after 17 years in the role.
"I congratulate Justice Emerton on her appointment and look forward to her continued contribution to Victoria's justice system," Victorian Attorney-General Jaclyn Symes said in a statement.
"She brings impressive legal experience and significant knowledge to the role of president, which puts her in an excellent place to make a strong contribution."
