Police said the investigation is ongoing.
The day prior, police intercepted a man riding a motorised scooter on Frankston-Dandenong Road dressed in a partial Santa costume and riding without protective equipment.
State Highway Patrol said the man wore "nothing on his head but a Santa hat and had a can of beer in the drink holder."
The man returned a positive alcohol reading and his scooter was impounded, but was sure to take his spare can of beer for the trip home without his scooter.
