The fire at the facility in Hume started late on Monday night and raged through to the early hours of Tuesday morning.
It has been brought under control but the material inside the centre is expected to burn for several days.
Jerrabomberra and Queanbeyan residents have been told to close windows and stay inside if affected by smoke.
Emergency services and police are monitoring the area.
ACT Transport Minister Chris Steel will provide an update on Tuesday morning.
