WorkSafe Victoria alleges the director, aged in his 50s, and a worker in his 20s breached health and safety protocol following harassment complaints from seven staff members.
The director is facing two charges under section 26(1) of the Occupational Health and Safety Act while the second man faces one charge.
Both companies have also been charged - one in relation to six workers, the second in relation to four workers.
Employees are required to take reasonable steps to protect workers from physical and mental injury under the OHS Act.
This includes taking necessary steps to prevent and combat sexual harassment in the workplace.
The case is listed for Melbourne Magistrates Court on March 29.
