The pair were fishing off rocks on Cape Solander Drive at Kurnell in Sydney's sutherland shire about 2.45pm on May 27 when they were swept away.
According to NSW Surf Life Saving the young men were aged in their twenties and from Nepal.
The pair were rock fishing at the time of the accident and were not wearing life jackets.
The Westpac Lifesaver Rescue Helicopter arrived to find a lone person submerged in the water.
Sutherland Shire lifeguards responded soon after and eventually pulled the two men from the water and into a Water Police vessel, where CPR was performed but the two men died at the scene.
The area is a declared high-risk rock-fishing location where anglers are required to wear life jackets.
The law was brought in after a coronial inquest into nine rock-fishing-related deaths in NSW, which found safety advice and education made no difference to the number of people who died.
A report is being prepared for the coroner.
There have been nine drownings this year from rock fishing - a 50 per cent jump on the same time last year.
