Mr Costello has told the ActewAGL board he will bring his 10-year stint leading the company to a close.
He will stay on as chief executive until the end of the year while ActewAGL looks for his replacement.
ActewAGL chairman Paul Adams thanked Mr Costello "for his immense contribution to the customers and community that we serve”.
Mr Costello said it had been a "fantastic honour" working for the company.
As chief executive of ActewAGL he has been responsible for the operation of the ACT's electricity and gas networks.
It was the latest in a list of high-level roles that marked Mr Costello's career, from ambassador to the United Nations, chief of staff to then opposition leader Kim Beazley and secretary of the Department of Foreign Affairs and Trade.
Mr Costello was made an officer of the Order of Australia for his service to international relations, particularly in relation to the Cambodian peace settlement and the Chemical Warfare Convention.
