Managers who would be spooks fighting for places at the big boys' table

No one could ever fault Mike Pezzullo, secretary of the Department of Home Affairs for lacking determination and ambition to protect the nation against all enemies foreign and domestic. If that has incidentally made him the top dog in a vast and ever-expanding bureaucratic empire, with more and more powers to hold, seize, spy or listen to every Australian on the planet, it has been a burden he has shouldered with all of the fortitude he can muster.
