The puppies – four males and three females – were found in the Forest Hill area near Gatton, about 85 kilometres west of Brisbane, on Tuesday night by a member of the public.
They were taken to the UQ Vets Small Animal Hospital before being transferred to the RSPCA on Wednesday morning.
The RSPCA said all seven were suffering from a severe case of demodex mange (mites) which has caused significant hair loss and scarring.
The puppies were believed to be cattle dog cross-breeds and mites could be deadly if untreated, according to the RSPCA.
“It’s upsetting to see this sort of treatment with any animal, to see it in seven young and loving puppies is truly heartbreaking,” RSPCA chief veterinarian Anne Chester said.
The RSPCA has appealed to anyone who may have information on the puppies' potential owner or who may have witnessed the dumping to call 1300 ANIMAL (1300 264 625).
