The as-yet unknown changes are the subject of last-minute discussions ahead of an expected vote on the renewable energy target (RET) on Thursday.
Crossbench senators are also seeking measures that will favour the expansion of the solar and hydro industries over the construction of wind turbines and will impose additional rules for wind farms, such as new noise restrictions.
An agreement that will not affect the renewable energy target legislation itself is expected to be announced following talks between the government and crossbench.
Liberal Democrat senator David Leyonhjelm, who had originally called for a portion of the new 33,000 gigawatt hour target to be reserved for solar and hydro only, met with Prime Minister Tony Abbott and Environment Minister Greg Hunt on Wednesday morning to discuss tougher rules for the wind industry.
The talks came after Mr Abbott told broadcaster Alan Jones last week that turbines were "visually awful" and noisy and the new RET deal would limit the industry's expansion.
Mr Abbott later admitted that the wind farm that helped form his opinion was a single turbine on Rottnest Island in Western Australia.
Senator Leyonhjelm and crossbenchers Nick Xenophon, John Madigan, Bob Day and Zhenya "Dio" Wang met Mr Hunt again before Wednesday night's Midwinter Ball and are waiting for a letter from the minister agreeing to a range of measures.
Senators Leyonhjelm, Day and Madigan also expect the government to consider the recommendations of an interim report from a Senate inquiry into the health effects of wind farms, which is due to be published on Thursday.
Numerous reviews by leading medical bodies, including the government's own National Health and Medical Research Council, have found no reliable or consistent evidence to support the claim that low frequency sound from wind farms causes health problems.
The government and Labor reached a deal last month to reduce Australia's renewable energy target from 41,000 gigawatt hours of annual renewable energy production by to 33,000 by 2020.
But the government wants support for a plan to include the burning of native timber in the scheme, which both Labor and the Greens say they oppose.
The Senate has been debating the legislation this week and a number of amendments have been moved by the crossbench relating to wind farms.
