'Loopholes' or targeted exemptions? Our misunderstood human rights law

Last week, ACT Chief Minister Andrew Barr tabled an amendment to the Discrimination Act 1991 designed to close what he labelled a "legal loophole" in the territory's anti-discrimination laws, which allowed religious schools to exclude gay students and teachers.
