Last week, Local Government Minister Stirling Hinchliffe announced he would introduce legislation to dismiss the council and appoint an administrator until new elections in March 2020.

It came after charges were laid against two Ipswich mayors, two show-cause notices and attempts by the council to overturn the state government's powers by heading to the Supreme Court.

Mr Hinchliffe has now referred the Local Government (Dissolution of Ipswich City Council) bill to the Economics and Governance Committee, which will scrutinise it before it is introduced in Parliament in August.

"There are 15 current and former councillors and officials facing almost 80 charges in Ipswich, undermining confidence in the city and its economy," he said.

"Residents and businesses are crying out for certainty - they want this situation resolved once for all, without a never-ending legal circus."

Mr Hinchliffe said there was a "groundswell of local opinion" in support of dismissing the council and appointing an administrator.

The draft bill is just seven pages long, including a contents page and one page left intentionally blank.

Once in effect, it would dissolve Ipswich City Council, end each councillor's term - including any councillors who were already suspended - and would not lead to a vacancy which would require a new election.

The cabinet will then have the power to appoint an interim administrator to act in place of Ipswich's councils.

Under a headline, "Decisions not reviewable", it says: "Unless the Supreme Court decides a decision of the Governor in Council or Minister under section 5 is affected by jurisdictional error, the decision - a) is final and conclusive; and b) can not be challenged, appealed against, reviewed, quashed, set aside or called into question in another way, under the Judicial Review Act 1991 or otherwise ..."

The laws would prevent Ipswich councillors from running as a candidate in any other local government election until 2020, but they could nominate for the 2020 poll.

The act will expire on June 30, 2020.

Queensland Law Society president Ken Taylor welcomed the decision to send the bill to a committee, rather than progressing it directly through the Parliament without review.

It comes after the QLS wrote to Mr Hinchliffe questioning whether the bill would be referred to a parliamentary committee for review.

"We are concerned that it should respect fundamental legislative principles and have sufficient regard for the institutions of Parliament and our courts," it said.

LNP leader Deb Frecklington said she called for administrators to be appointed to the council on May 2.

She accused the government of overriding the Supreme Court with the new legislation.

Councillor Paul Tully has previously decried the decision to sack the council as "unfair and undemocratic", arguing 10 councillors had not faced allegations or charges.
